Thailand confirms decriminalization of cannabis use
Thailand's policy on narcotics is very strict: all drugs are banned, and the prison sentences for testing positive or discovering cannabis-type products on you or in your home can be extremely severe. At least, this was the case just a few months ago, but since last summer, the Kingdom has made a drastic change in its policy.

Thailand decriminalizes cannabis use
For years, Thai prisons have been gradually filling up with marijuana users and dealers. Since last June, there has been absolutely nothing to stop people from using marijuana for recreational purposes. A first in Asia, especially as Thailand has even decided to authorize the cultivation of cannabis and hemp, at home!
Inevitably, many questions arise. Why such a dramatic turnaround? Over the past five years, the Thai people have been through a lot. Between the ruling junta, three years of authoritarian rule and covid-19, it was time for a change. So, in addition to the cannabis issue, a bill on same-sex marriage was also passed!
New opportunities
Naturally, this means new opportunities for local businesses. Today, many people have taken the plunge and are offering businesses that no one could have expected just a few years ago:
- Weed Truck;
- Ganja Tea ;
- Cafés serving hash brownies;
- Sale of water pipes, rolling papers etc...
In short, the Thais are flocking to this new market. In fact, the figures are quite impressive. Just one month after the announcement of the legalization of cannabis, almost a million growers have officially registered on the government portal allowing them to apply for authorization to grow and sell.
A turning point for the company
In addition to the economic aspect, Thai society as a whole benefits from this new law. Indeed, 4,000 prisoners were pleased to learn that their sentences had been reduced. Some were even released on the spot.
But be careful. This legalization does not mean total freedom of action. Consumers will be prohibited from using cannabis in public places. Should this be the case, you could be arrested by the police and fined up to 678 euros. In Thailand, cannabis smoke is considered a nuisance.
In addition, THC levels must not exceed 0.2%. In other words, under the guise of decriminalizing cannabis, it is above all the legalization of CBD products with low levels of tetrahydrocannabinol (cannabis' psychotropic molecule) that has been pronounced. But be that as it may, many locals agree with this piece of legislation, which they see as innovative.
Some voices are raised
Naturally, many voices were raised against this text. For advocates of a CBD- and THC-free Thailand, this text opens the door to consumption by the youngest members of society (teenagers and children)... Even though the consumption of cannabis-based products is prohibited in Thailand for people under the age of 20. For the military party, it's another problem: Thailand's image abroad.
The repercussions of such a decision
From an economic and tourism point of view, however, Thailand stands to gain enormously. Small farmers are delighted with this decision, and will be able to diversify their activities and send their produce to the rest of the country.
What's more, many believe that tourism could explode. While this certainly hasn't been the case in Canada or Uruguay, which were the first two countries to move in this direction, it's important to remember that Bangkok, and all the rest of the country, is in 9ᵉ position among the most visited countries in the world.
As such, the government has decided to step up to the plate and issue a warning. For them, it is inconceivable that tourists should come to Thailand for the sole purpose of smoking cannabis. A guide with 10 points to bear in mind has been published online.
Here are the 10 things tourists need to know:
- Tourists are not allowed to transport seeds or parts (of any kind) of the cannabis plant to or from Thailand for personal use.
- It is possible to grow cannabis, if you are a foreigner and live locally, as long as you register on the Plook Ganja app.
- You will need an official license if you wish to buy and use Flowers cannabis for research, export, processing or sale.
- Cannabis consumption is prohibited for under-20s, pregnant women and nursing mothers (unless otherwise advised by a doctor).
- It is possible to possess cannabis products containing more than 0.2% THC, provided you have special authorization.
- Some restaurants will be able to offer cannabis-based products as part of their menu.
- Approved cannabis-based health products are available through specific channels
- It is absolutely illegal to smoke cannabis in public places (streets, schools, shopping centers, etc.).
- It is forbidden to drive after consuming cannabis products.
- In the event of side effects or adverse reactions following cannabis use, it is important to consult a physician.
Finally, this announcement is attracting big brands. Cookies, for example, has announced the opening of its very first dispensary, where it will be possible to enjoy tasty cannabis-based cakes. "This store is beautiful and we are grateful to our field partners in Thailand who helped make this possible. Thailand is a unique place, full of incredible culture and opening a Cookies store with the country's support, I'm very grateful. I hope Bangkok is ready for our exclusive menu!" enthused the brand's founder, Berner. The use of other drugs on the official list of illegal substances is prohibited.
